Motif calls the first one reverse cycling.

So I counter-propose:
CTRL W - Cycle Windows (move top window to bottom)*
Shift+CTRL W - Reverse cycle window (move bottom window to top)
* For older TOSes, this is inefficient, so can use reverse cycling here too.

I still don't understand what `REPEAT' has to do with UNDO. Here's a good
choice for those hating CTRL-A - make it mean this `do it Again' concept.
VI users would propose CTRL-.
